MN 60 doesn't quite make sense.
Why would rebirth in formless realm prevent lying and fighting? Non Buddhists reborn obviously wouldn't be able to fight over anything that contains rūpa, but they could still lie and fight over things related to their mental identiy and mental 'body'.
